Preheat the oven to 350 F. Make the meatballs: in a bowl, combine de ground beef, cooked rice, minced onion and garlic, chopped parsley, Worcestershire sauce, egg, salt and pepper to taste. Divide the mixture into 20 balls and place them in an oven safe dish.
Make the sauce: mix the tomato soup, V8 juice, tomato sauce, garlic powder, onion powder, Italian seasoning, salt, and pepper to taste, until well combined.
Pour the sauce evenly over the meatballs and bake, uncovered, for an hour. Serve with fresh parsley on top
