In a small, heavy-bottomed saucepan bring 1 ¾ cups of water, salt, butter, and rice to a boil.
Once boiling, reduce the heat to low, give one good stir and simmer with the pan covered tightly for 15 minutes. Keep a close eye, so it doesn’t boil over! After it simmers, turn off the heat and allow the rice to sit covered for 5 minutes.
Then add in the parsley, dill, scallions, and pepper. Mix it all but carefully fluff with a fork and serve this simple rice side dish warm.
