In a mixing bowl, whisk together flour, sugar, baking powder, and salt.
Add cubed cold butter to the dry ingredients. Combine together using a pastry blender until crumbly. Make a well in the center of this mixture. Pour ¾ cup milk. Stir to combine using a wooden spoon. Mix 15-20 times only. If the dough is dry, you can add the remaining milk. The dough must be sticky.
Transfer the dough to the floured surface. Sprinkle flour on the top of the dough. Roll the dough into a rectangle. Then, fold the dough in half. Roll and fold the dough 2 more times. Finally, roll the dough into a rectangle ¾” thick.
Cut the biscuits using a 2.5-3 inch round cookie cutter. Flour the cookie-cutter each time. Reshape the remaining dough if needed.
Transfer the biscuits to the prepared baking sheet. Bake for 15-20 minutes or until golden brown.
Remove from the oven and brush with melted butter. Serve warm with honey or jam.
